AI Capabilities

Linqura operates a fully private AI stack purpose-built for commercial insurance — with zero dependencies on public models like OpenAI, eliminating data leakage risk entirely. The platform combines proprietary classification algorithms, agentic AI techniques, and the industry's only contextually searchable underwriting LLM, built in partnership with Rough Notes. This LLM contains billions of vectors spanning 1,100 NAICS codes, mapping exposures by line of business, likely causes of loss, and mitigating factors.

Linqura aggregates intelligence from 40M+ scraped websites, government databases, and private data sources — then validates it against a proprietary 11-million-record source-of-truth database. Every output is measurable, auditable, and explainable with carrier-grade compliance and traceability. The platform learns from every transaction, compounding accuracy over time.

Catalyit Team Review

Helping commercial teams understand a risk and find the right market before they spend time quoting it
Updated: August 2026

What we like:

  • Goes beyond basic business classification: Linqura is designed to determine what a business actually does operationally rather than relying only on a NAICS code or brief business description.
  • Connects operations to exposures and coverage: The platform identifies characteristics of the business that may create insurance exposures and helps translate those observations into relevant coverage considerations.
  • Brings carrier appetite into the same decision: Linqura can evaluate a business against underwriting guidelines, helping commercial teams identify which markets appear to fit before spending time building and sending submissions.
  • Business profiles are continuously refreshed: Linqura maintains risk identities across more than 35 million U.S. businesses and refreshes its underlying business intelligence regularly, which can help agencies work from more current information.
  • Growth Lens creates an interesting prospecting use case: Rather than starting with a list of businesses and determining whether they fit afterward, agencies, carriers, and MGAs can use appetite criteria to identify businesses that resemble the risks they actually want to write.

Things to consider:

  • This is decision support, not underwriting authority. Producers and placement teams still need to validate exposures, coverage needs, eligibility, and carrier requirements before making recommendations or submissions.
  • The value depends on the commercial business an agency writes. Agencies with limited commercial volume or straightforward market-selection processes may have less need for this level of risk and appetite intelligence.
  • Agencies should evaluate how Linqura fits their existing workflow. The platform can provide valuable intelligence, but teams should determine where that information will be used during prospecting, intake, marketing, quoting, and renewal.
  • Growth Lens is a different use case from evaluating an existing risk. Agencies should distinguish between using Linqura to understand business already in the pipeline and using its market intelligence to identify new prospects that fit a desired appetite.

Summary

One of the hardest parts of commercial insurance happens before the quote. A producer has to understand what the business actually does, identify exposures that may not be obvious, determine what coverage should be considered, and decide which carrier is likely to want the account.

Linqura is designed to provide intelligence around those decisions. It builds detailed operational profiles of businesses, connects those operations to potential exposures and coverage considerations, and evaluates the risk against carrier or program appetite.

Why should agencies care? Commercial expertise takes years to develop, and even experienced producers can't know every class, exposure, and carrier appetite. Better information earlier in the process can help teams ask better questions, identify issues sooner, and avoid spending time pursuing markets that are unlikely to fit.

What stood out during our review is that Linqura's current value proposition is much more specific than “AI for commercial insurance.” The platform is trying to answer four practical questions: What does this business actually do? What exposures does that create? What coverage should be considered? And who wants to write it?

Key Features:

  • Detailed business operational profiles
  • Business and industry classification
  • Exposure identification
  • Coverage consideration mapping
  • Carrier and program appetite matching
  • Continuously refreshed business intelligence
  • Market and prospect identification through Growth Lens
  • API and browser-based access

Best fit for:

  • Commercial agencies that regularly need to research unfamiliar businesses or classes
  • Producers looking to improve risk discovery and coverage conversations before quoting
  • Agencies spending significant time determining carrier appetite for commercial opportunities
  • Commercial teams developing newer producers who could benefit from additional class and exposure intelligence
  • Agencies, MGAs, or programs wanting to identify prospects based on specific underwriting appetite

May not be ideal for:

  • Agencies with very little commercial-lines business
  • Commercial teams writing a narrow set of familiar classes with straightforward carrier placement
  • Agencies looking primarily for a comparative rater or submission-management platform
  • Organizations unwilling to incorporate external risk intelligence into their prospecting and placement workflows

Deeper Dive

The Problem Being Solved: Commercial insurance placement depends heavily on understanding the business behind the application.

Classification codes are useful, but two businesses with the same code can operate very differently. A restaurant may offer catering, alcohol, delivery, entertainment, or specialized cooking methods. Each operational detail can change the exposure and potentially affect coverage or carrier appetite.

The producer has to uncover those differences.

Linqura builds what it calls a Risk Identity around the business. It uses available business and regulatory information to create a more detailed picture of operations, products and services, and other characteristics that can matter to underwriting.

That gives the commercial team a stronger starting point for the conversation.

The goal isn't to replace the producer's knowledge. It's to give that producer more information before deciding what questions to ask and where the risk should go.

Why It Matters to Agencies: Commercial placement becomes expensive when agencies spend too much time on the wrong opportunities or send incomplete risks to the wrong markets.

A producer may initially classify an account one way, only to discover later that an operation or exposure changes the carrier fit. Another producer may overlook a coverage consideration because the client never mentioned an important part of the business.

Better intelligence at the beginning can reduce some of that rework.

We also see potential value in helping less-experienced commercial producers develop stronger risk conversations. Linqura can surface operational characteristics and potential exposures that give the producer areas to investigate rather than requiring every insight to come from years of accumulated class-specific knowledge.

The appetite component is equally important. Knowing more about the risk doesn't create much efficiency if the agency still has to manually determine which carrier wants it. Connecting the operational profile to actual underwriting guidelines can help shorten that decision.

What Stood Out to Us: What stood out during our review is Linqura's move from broad decision intelligence toward a much clearer commercial-insurance workflow.

Risk Identity starts with a business and builds a detailed picture of what it actually does. That information can surface operations, exposures, coverage considerations, regulatory information, and other details that may not appear in a basic application or classification code.

Growth Lens approaches the problem from the other direction.

Instead of asking, “Which carrier fits this prospect?” an organization can start with its appetite and ask, “Which businesses in the market fit what we want to write?” Linqura can read an underwriting guideline and score businesses against its requirements, exclusions, thresholds, and other criteria.

We think that distinction is important. One capability helps agencies make better decisions about opportunities already in front of them. The other can potentially help producers become more intentional about which opportunities they pursue in the first place.

For us, that's the differentiation: Linqura is trying to improve commercial insurance decisions before the submission reaches the carrier—not simply make the submission itself faster.

Final Thoughts

We believe HawkSoft's greatest strength is its ability to balance functionality with usability. The platform delivers the core capabilities agencies expect from a modern management system while remaining approachable for everyday users.

We came away impressed by HawkSoft's continued commitment to simplicity, customer support, and agency-focused product development. Those themes consistently surfaced throughout our evaluation and help explain the platform's strong reputation among independent agencies.

Agencies evaluating management systems should place HawkSoft on their shortlist if usability, support, operational efficiency, and long-term vendor relationships are high priorities. While organizations requiring extensive customization may want to evaluate additional options, many independent agencies will find HawkSoft's combination of practicality and flexibility worth a closer look.
